التحولات في المشهد الليبي منذ 2011 وتداعياتها على الأمن القومي المصري: مقاربة في البُعد الأمني – العسكري

الملخص

شهدت ليبيا منذ عام 2011 تحولات أمنية وعسكرية عميقة أدت إلى تفكك مؤسسات الدولة وظهور بيئة أمنية هشة تتسم بتعدد الفواعل المسلحة والتدخلات الإقليمية والدولية المتزايدة. هذه التحولات أثرت بشكل مباشر على الأمن القومي المصري نتيجة للتداخل الجغرافي والاجتماعي والتاريخي بين البلدين. يهدف هذا البحث إلى تحليل كيفية تأثير التحولات الأمنية والعسكرية في ليبيا على الأمن القومي المصري، وتقييم استجابة مصر لهذه المخاطر خلال الفترة من 2011 إلى 2020، مع التركيز بشكل خاص على الفترة من 2014 إلى 2017. اعتمدت الدراسة على منهج وصفي تحليلي يركز على توثيق وتحليل تطور أنماط التهديدات الأمنية المرتبطة بالصراع الليبي، مثل انتشار التنظيمات الإرهابية، وتهريب الأسلحة والبشر عبر الحدود، بالإضافة إلى تنامي نفوذ الميليشيات وتباطؤ مسارات التسوية السياسية. أظهرت الدراسة أن مصر طوّرت استراتيجيات أمنية وعسكرية متعددة المستويات، شملت تعزيز مراقبة الحدود، وزيادة التعاون الاستخباري والإقليمي، وتبني مقاربة وقائية تهدف إلى منع انتقال الفوضى إلى الداخل المصري. وتخلص الدراسة إلى أن استمرار الأزمة الليبية دون تسوية شاملة يُبقي التهديدات الأمنية في حالة سيولة، ويستدعي تبني مقاربة شاملة تتجاوز الأبعاد العسكرية لتشمل الأبعاد السياسية والاقتصادية والتنموية، مع دعم جهود إعادة بناء مؤسسات الدولة الليبية كركيزة لاستقرارها واستقرار الإقليم بأكمله.
